Higher human resources are closely linked to the model and organization of an enterprise or organization unit to ensure continuity, inheritance and compensation if consumed during use. Accordingly, high-level human resources can be obtained from immediate level up, trained from low-level. Or recruiting directly from outside.
Resources in an organization are divided according to management expertise so they are divided into 3 levels FIRST LINE, SECOND LINE MANAGER and TOP MANAGER. In which, the employees of First line and Second line manager or Middle manager are considered LOW-LEVEL MANAGERS and MID-LEVEL MANAGERS corresponding to the position of team leader, team leader, department leader, head of department in the organization.
HR OF TOP MANAGERS is HIGHER HUMAN RESOURCES in the positions of director, leader or investor participating in operating the organization (Stephen P. R & M. Coulter, 2009).
